Ofcom, the UK’s communications regulation authority, is investigating a porn site company and a company behind AI ‘nudify’ web apps, that the authority believes may not be implementing sufficient age verification rules.
Some porn sites have until July 25, 2025 to bring in strong age verification processes to comply with the UK’s new online safety laws, but many have been required to pass checks and implement age verification before this deadline. Rules to protect minors from accessing online porn have been brought in as part of the UK’s Online Safety Act.
Ofcom is investigating Itai Tech Ltd, a company that Bellingcat found has been linked to at least three ‘nudify’ web apps or sites, that use AI to create images of a person appearing as if they’re naked. The apps or sites in question are Undress, Nudify and Clothoff, which is one of the most popular sites for non-consensual deepfake porn.
Itai Tech Ltd has a low profile, perhaps understandable considering the controversial nature of its products, but has been found to have been registered in the UK. Ofcom said that the site specifically under investigation was Undress.cc.
Ofcom is also investigating Score Internet Group LLC, which says it runs 100 sites and is based in the US. The company’s sites include Milftugs.com, Grannygetsfacial.com and Bustyoldsluts.com.
The Score Internet Group LLC site under investigation by Ofcom is Scoreland.com. As of May 9, 2025, the site asks users if they are aged 18 or over before entering, but allows access with one-click and doesn’t ask to verify the user’s age.
Ofcom said that the companies didn’t appear to have any effective age verification methods in place at all for the online services in question. Under the Online Safety Act, online sites and services that make porn available to UK users must implement robust age verification to ensure that those aged under 18 don’t access it.
It appears that since the investigation was opened, Scoreland has taken measures to block UK users that haven’t verified their age. The banner below now appears on the site if you visit any of the free ‘tour’ pages from the UK.

Likewise, if you attempt to access Undress.cc from a UK IP address, the site simply displays the block message below.

Not just UK-based sites & services
Last month Ofcom reiterated that even if sites and services were based out of the UK, they would still be legally responsible for age verification for UK users. Companies found to have not complied with the new age verification rules face fines of up to ten percent of the company’s worldwide revenue, or £18 million ($24 million), whichever is the greater figure.
The investigations suggest that Ofcom is moving swiftly to crack down on companies that may not be complying with the new age verification rules. Recently the authority said it sent out warning letters about the changes to hundreds of porn companies.
Ofcom said: “Encouragingly, many services confirmed that they are implementing, or have plans to implement, age assurance on around 1,300 sites. A small number of services chose to block UK users from accessing their sites, rather than putting age checks in place.”
The introduction of the Online Safety Act has raised concerns that it may unfairly affect independent adult content sites, and potentially push porn users to darker corners of the internet.
